If private funds for a hull recovery are present, the Spanish MoD should have little or no problem providing support of placing a warship with a few salvage personnel to retrieve the torpedo weapons after the boat is raised. If done at sea beyond 5KM from shore, the transfer is international. Most co-operative would be if military vessel is older submarine-tender and can take custody of C3 boat until torpedoes are removed, then bring to port in Malaga for memorial, but even if just a small military vessel with torpedo technicians to inert all torpedo weapons for safety it would fulfill the need…
